Twenty-five teams have been divided into seven clusters with defending champions Bengal, Punjab, Manipur, Goa, Services, Chhattisgarh, Railways, Tamil Nadu and hosts Orissa directly finding their place in the quarter final group leagues. The ve­nues include Barabati Stadium (Cuttack), Kalinga Stadium (Bhubaneswar), VSS St­adium (Sambalpur) and Le­ngu Mishra Stadium (Bargarh).

The preliminary round matches will be held till May 16, while the quarter final round matches will take place from May 18 to 23rd. Both the semi-finals will be held simultaneously at Cuttack on May 25. The final would be held on May 28.
